O May 31st, the opening ceremony took place at Ibirapuera Park with tree planting from 59 different types belonging to Brazilian native forest. Mayor of Sao Paulo GilbertoKassab, host of the summit, and chair of C40, Mayor of New York Michael Bloomberg, led the event.<br />
<br />
On June 1st and 2nd , plenaries, sessions and round tables took place at Sheraton WTC S&atilde;o Paulo Hotel to discuss new technologies, solution and practices to protect environment and to create sustainable cities. Mayors from 16 different cities and 31 cities representatives attended the summit. <br />
<br />
One of the highlights was a partnership established between Sao Paulo and Paris. Sao Paulo Mayor Kassab and Paris First Deputy Mayor Anne Hidalgo signed a cooperation term to reassure exchanges in Urban Development, Culture, Waste Management and Sanitation. <br />
<br />
World Bank Group President Robert Zoellick opened the first plenary on June 1st and announced financing resources for climate-related projects, and signed a protocol of intentions with Mayor of New York Michael Bloomberg.<br />
<br />
Michael Bloomberg and Gilberto Kassab established a bilateral agreement to strengthen  the Bond between the two cities. As a final act, they presented a Communiqu&eacute; and Resolution  for the Rio+20 UN Conference to Sustainable Development. One of the key points of the communiqu&eacute; says that national governments and local treaties should empower the leadership of the cities. Mayor of Sao Paulo Gilberto Kassab also thanked the guests and reassured an invitation for them to come back. &ldquo;You wil have our warmth and we will take you with arms wide open&rdquo;.<br />
<br />
Both Mayors also traded soccer and football jerseys and appreciated the presences of President Bill Clinton and Robert Zoellick. For all guests, Bloomberg sent a message. &ldquo;I hope we have made friends here that make the world a better place&rdquo;.<br />

Statement of C40 Steering Committee on the role of cities in tackling climate change<br />
<br />
C40 Cities Climate Leadership Group (C40)<br />
The C40 Cities Climate Leadership Group (C40) is an organization of large and engaged cities from around the world committed to implementing meaningful and sustainable climate policies and actions locally that will help address climate change globally. Cities are responsible for consuming two‐thirds of the world&rsquo;s energy and generating over 70% of its greenhouse gas emissions.   This concentration of population, emissions and local municipal oversight present a clear opportunity for impactful climate change policy.  Cities are increasingly driving meaningful action, while national governments and international bodies are unable to have a significant impact. As cities find solutions to climate change, they are also creating sustainable jobs in the green arena.  As a result, city leadership on climate change actions is critical on both local and global scales.  <br />
<br />
The C40 Cities Climate Leadership Group Mayors Summit (C40 Summit)<br />
The C40 holds a biannual mayoral summit that convenes member cities to discuss the implementation of new initiatives and opportunities for further collaboration.  The summit allows cities to work together on implementing meaningful climate change solutions.  This cooperative approach leverages the best practices and lessons learned by cities that are taking action.   In addition to C40&rsquo;s member cities, over 25 other invited cities have been in Sao Paulo from May 31st to June 3rd for the C40 Summit.  This meeting comes at a critical time, because as national treaties and global protocols have struggled to align to generate meaningful change, cities continue to act.<br />
<br />
Rio + 20 Conference on Sustainable Development<br />
The C40 Steering Committee has drafted this Communiqu&eacute; in order to highlight for the Rio+20 UN Conference on Sustainable Development, the importance of urban strategies to adapt to climate change and mitigate the impact.  The 2012 conference, which takes place in Rio de Janeiro - an active C40 city - represents an ideal opportunity to further drive the lessons from the C40 Summit and encourage the political commitment to sustainable urban development.  There is a clear link between cities&rsquo; climate actions and the larger objectives of low-carbon economies, poverty eradication, and global environmental governance.   The role of cities in this new institutional architecture, as defined by the UN, presents a key opportunity for collaboration.  City action can serve as the catalyst for National Governments to further support climate change policies, creating a virtuous cycle.  <br />
<br />
Key Points/Elements<br />
During the Rio+20 Conference on Sustainable Development, we ask for the following considerations:<br />
&bull;	Megacities must be recognized as having an increasingly important voice in the global climate and sustainable development debate;<br />
&bull;	National governments and international treaties should empower the leadership of their cities, to have the authority to take action to reduce greenhouse gas emissions and promote green industry development;<br />
&bull;	Cities must be resourced to drive delivery on national and international targets, including:<br />
o	Opportunities via Multilateral Development Banks to finance measures for mitigation and adaptation to climate change and urban sustainable development;<br />
o	Development of an effective agenda with well-defined goals to support city action plans to combat climate change and promote urban green growth.<br />
<br />
&bull;	C40 looks forward to future collaboration with the Rio+20 CSD organizers, including planning and delivering an official side-event to highlight the critical role that cities must play in the global climate protection conversation;<br />
&bull;	C40 should be recognized as an official voice of the world&rsquo;s megacities that are committed to real, measurable climate action.<br />

The green industry is economically feasible to create new jobs, research and development of new technologies. That is the reason because the city is being an attractive centre of private investment. Speakers from the cities of Sao Paulo, Lima (Peru), Mexico City (Mexico), Jakarta (Indonesia) and Changsha (China) met to share experiences about capturing gas from landfills to obtain clean energy. The objective was to collaborate with cities interested in developing similar programs.<br />
<br />
Although to make energy from waste gas is beneficial to the environment, cities that develop the action have concerned about the increase of local landfills compared to the population growth related to the number of house constructions. For Chen Xianchun, from Changsha, it is crucial that the population are helpfull, and they have to understand that only waste not recycled should be sent to the landfill. Kassab highlighted the importance of C40 for the population, as its power to the decisions of environmental questions for the country. &ldquo;Popular pressure helps the city halls on the conquest of our goals&rdquo;, he said.<br />
<br />
He pointed out the three current priorities in public administration: health, education and environment. He remembered that a few years ago environment was barely faced  as a part of the government responsabilities.<br />
<br />
He said once again it is a priority to increase funding for new subway lines. According to him, the city has today a bus fleet being renewed, despite of renewable fuel. District Energy is a system tha allows the sharing of heating and cooling for a group of buildings or even neighbors. The initiative results in a reduction on gas emission, because it is more efficient than the traditional heating controls.<br />

The text predicts action in the areas: transportation, energy, construction, land use, solid waste and health. In each item, there are purposes of  projects to increase the infrastructure in a sustainable way. The committee has a plan to drive ongoing projects.<br />

The debate was conducted by Jay Carson, CEO C40 and Conpenhagen, Frank Jensen, from Portland, Sam Adams, from Santiago, Fernando Echeverria. <br />
<br />
They started talking about carbon reduction, Frank Jense told some experiences  in Copenhagen. Investments in civil construction, politics to bring investments and provide a better environment for the private initiative were some of the topics during the conversation.<br />
<br />
According to Jensen, Copenhagen has the mission to neutralize completely the carbon in the next 20 years. The Danish mayor told that during the last 10 years, there was a reduction of 20% in carbon, even with the population growth.  This process must go on and it has a name: &ldquo;Green Growth&rdquo;.<br />
<br />
Portland calls itself a laboratory for industries which need to test their environmental initiatives. For the local community it is a guarantee of news all the time. The mayor, Sam Adams, told about the importance of funding, partnerships with energy and gas, and the State. Another highlight was his initiative to audit the use of energy in the houses of Portland.<br />
<br />
Chile brought its experience to the discussion. The mayor Fernando Echeverria briefly told de recent history of Santiago. In 1999, the overlook for the Chilean capital was really bad in carbon emission, the society suffered especially during the winter.<br />
<br />
To solve part of the problem, the State invested in public transportation. The composition of the decoration was prepared with Juta biodegradable fabric, raw cotton and  eco varnish. The wood elements are made in cedar, and prepared mixed wood. &ldquo;Over the next several days, we have very important tasks before us. The cities of the C40 Climate Group wield tremendous influence. We account for eight percent of the world&rsquo;s population, and our people generate 21 percent of the gross domestic product of the nations of the Earth. We are global centers of commerce, communication, and culture. And on this rapidly urbanizing planet, what our cities do, individually and in unison, increasingly sets the agenda for people everywhere. <br />
<br />
&ldquo;That&rsquo;s especially true in meeting all the ominous challenges arising from global climate change. Our actions &ndash; our policies and practices &ndash; are pivotally important. Steps that we&rsquo;ve already taken are making our cities, healthier, more energy-efficient, and more environmentally responsible. Mayor Kassab&rsquo;s strong leadership has put S&atilde;o Paulo in the front ranks in this worldwide urban sustainability movement. And around the globe, the people of our cities are already reaping the benefits of cleaner air, lower energy costs, and longer and healthier lives. <br />

&ldquo;Increasingly, the rest of the world is taking notice of &ndash; and finding hope in &ndash; what we are accomplishing. At the national and international levels, efforts at concerted action to combat climate change have, over and over again, ended in frustration. <br />

&ldquo;But in our cities &ndash; and in other cities around the world &ndash; a very different story is being told. We are moving ahead. We are making a difference. We have found ways to reach across cultural and political boundaries to work with one another. Why is that? <br />

&ldquo;It&rsquo;s because as the world becomes ever-more urbanized, we, as mayors, see most clearly just how high the stakes of climate change are. We recognize that delay and denial are not viable options. And as the officials most directly responsible, and accountable, for the well-being of more than one-quarter billion people worldwide, we know that we have no choice but to act. <br />

&ldquo;We also know this: that as much as we have already accomplished &ndash; in S&atilde;o Paulo and Sydney, in Los Angeles and Johannesburg, and all our other cities, too &ndash; we must do even more, even better, and even faster. <br />

<br />
A representative from Santiago presented &ldquo;Clima Adaptaci&oacute;n Santiago&rdquo; that the Chilean city use to analyse climate change in the region. According to the program, there is an effort to replanting the metropolitan area. In 2010 a campaign was launched &ldquo;Un &aacute;rbol un chileno&rdquo; (One tree, one Chilean) which intends to plant a tree for every citizen. <br />
<br />
In Moscow, there are 120 parks, 272 boulevards, 392 squares and 236 protected areas, in a total of 1,270 green spaces, an equivalent of 30% of all city area. The goal is raising  to 40% in the next five years.<br />
<br />
As for Lagos, the intention is to plant at least 500,000 trees annually. They created the July 14th as tree planting day and since 2008 almost 3 million trees were planted in the city. <br />
A representative from Santiago presented &ldquo;Clima Adaptaci&oacute;n Santiago&rdquo; that the Chilean city use to analyse climate change in the region. According to the program, there is an effort to replanting the metropolitan area. In 2010 a campaign was launched &ldquo;Un &aacute;rbol un chileno&rdquo; (One tree, one Chilean) which intends to plant a tree for every citizen. <br />
<br />
In Moscow, there are 120 parks, 272 boulevards, 392 squares and 236 protected areas, in a total of 1,270 green spaces, an equivalent of 30% of all city area. The goal is raising  to 40% in the next five years.<br />
<br />
As for Lagos, the intention is to plant at least 500,000 trees annually. They created the July 14th as tree planting day and since 2008 almost 3 million trees were planted in the city. This common approach will help local governments to accelerate their emission reduction activities whilst meeting the needs of climate financing, national monitoring and reporting requirements.  The standard will be released in time for UNFCCC COP 17 in November (Durban, South Africa). <br />
<br />
The standard, once developed, will result in consistent and comparable city inventories. It will also allow for accurate monitoring of progress against emissions targets and provide standard guidance as local governments pursue environmental review and inventory certification. <br />
<br />

Agrade&ccedil;o a presen&ccedil;a de todos &agrave; IV C&uacute;pula de Prefeitos C40.	<br />
<br />
&Eacute; um privil&eacute;gio receber autoridades reconhecidas mundialmente, como o presidente Clinton, o prefeito de Nova York, Michael Bloomberg, e o presidente do Banco Mundial, Robert Zoellik.<br />
<br />
S&atilde;o Paulo sente-se honrada em ser a primeira cidade do hemisf&eacute;rio Sul a sediar este evento &ndash; um encontro de trabalho de prefeitos de grandes cidades do mundo.<br />
<br />
&Eacute; tamb&eacute;m com alegria que destaco a presen&ccedil;a de prefeitos de cidades brasileiras e latino-americanas, todos unidos, num esfor&ccedil;o global, criativo e perseverante, para minimizar os efeitos das mudan&ccedil;as clim&aacute;ticas.<br />
<br />
Estamos aqui para aprender com humildade e dividir com esp&iacute;rito p&uacute;blico experi&ecirc;ncias desenvolvidas nas nossas cidades.<br />
<br />
E &eacute; dessa maneira, com esfor&ccedil;o global, com di&aacute;logo e coopera&ccedil;&atilde;o, que poderemos criar a&ccedil;&otilde;es s&oacute;lidas e integradas para aperfei&ccedil;oar pol&iacute;ticas cada vez mais abrangentes e eficazes. Essa &eacute; nossa tarefa e nosso dever.<br />
<br />
Enquanto os governos nacionais n&atilde;o chegam a um consenso sobre o novo regime internacional do clima, n&oacute;s prefeitos, governantes locais, estamos desafiados a fazer a nossa parte. A trabalhar duro para assegurar o desenvolvimento sustent&aacute;vel e o bem estar de uma popula&ccedil;&atilde;o urbana que a ONU calcula em 5 bilh&otilde;es para 2030.<br />
<br />
&Eacute; isso mesmo: em 20 anos, 60% das pessoas viver&atilde;o em cidades! E como elas v&atilde;o viver em 2030 depende muito de n&oacute;s, do trabalho que desenvolvemos hoje nas nossas cidades.<br />
<br />
N&atilde;o h&aacute; tempo a perder. &Eacute; nas cidades que administramos que os problemas se materializam. O enfrentamento dessa luta come&ccedil;a no nosso quintal, nas nossas ind&uacute;strias, nos nossos bairros, nas nossas casas. &Eacute; a&iacute; que est&aacute; o lixo, que est&atilde;o os res&iacute;duos, a polui&ccedil;&atilde;o, o d&eacute;ficit de saneamento, o racionamento de &aacute;gua, as car&ecirc;ncias de transporte e os graves problemas sociais.<br />
<br />
Sabemos disso, enfrentamos tudo isso no nosso dia a dia. <br />
<br />
N&atilde;o h&aacute; mais ret&oacute;rica e nem argumentos, meus amigos, para adiar as solu&ccedil;&otilde;es desses problemas. Precisamos encontr&aacute;-las, de bra&ccedil;os dados com as for&ccedil;as vivas da sociedade.<br />
<br />
Al&eacute;m de trabalhar duro, temos de levantar nossa voz, e a tal volume, que sensibilizemos nossos governantes maiores que se reunir&atilde;o nas pr&oacute;ximas conven&ccedil;&otilde;es da ONU sobre mudan&ccedil;as clim&aacute;ticas: A COP-17, em Durban, &Aacute;frica do Sul; e a Rio+20, no Rio de Janeiro. N&atilde;o &eacute; mais poss&iacute;vel sustentar, nem repetir as vacila&ccedil;&otilde;es de Kioto.<br />
<br />
Uso este f&oacute;rum para fazer esta reclama&ccedil;&atilde;o, pois a C40 cada vez mais se consolida como uma rede global capaz de reunir grandes metr&oacute;poles de pa&iacute;ses desenvolvidos e tamb&eacute;m dos pa&iacute;ses em desenvolvimento.<br />
<br />
Michael Bloomberg, que assumiu a presid&ecirc;ncia em novembro de 2010, renovou a C40. Intensificou os entendimentos com a Funda&ccedil;&atilde;o Clinton e estruturou uma equipe t&eacute;cnica extremamente competente e comprometida.<br />
<br />
Destaco tamb&eacute;m a grande contribui&ccedil;&atilde;o do presidente do Banco Mundial, Robert Zoelik, que veio a S&atilde;o Paulo formalizar um Memorando de Entendimento com a rede C40, para possibilitar maior acesso das nossas metr&oacute;poles aos fundos para projetos e a intera&ccedil;&atilde;o com especialistas no banco.<br />
<br />
A C40, meus amigos, se consolida, a cada encontro, como ator global nas discuss&otilde;es sobre o clima. Somos, todos n&oacute;s aqui, leg&iacute;timos protagonistas desses debates pela dimens&atilde;o dos problemas que enfrentamos, pela necessidade urgente que temos de novas pol&iacute;ticas e urgentes defini&ccedil;&otilde;es mundiais.<br />
<br />
S&atilde;o Paulo ultrapassa os 11 milh&otilde;es de habitantes, nossa popula&ccedil;&atilde;o cresceu quase 5 vezes entre 1950 e 2010. Industrializa&ccedil;&atilde;o, oferta de empregos, fluxos  migrat&oacute;rios, crescimento incontrol&aacute;vel... Hoje temos mais de 3 milh&otilde;es de habitantes em assentamentos prec&aacute;rios, sobrecarga no sistema de transporte, demandas crescentes de &aacute;gua, energia, saneamento.<br />
<br />
Os efeitos do aquecimento global castigam forte, principalmente a popula&ccedil;&atilde;o mais vulner&aacute;vel. A que mora distante dos locais de trabalho, a que perde tempo no tr&acirc;nsito e acaba com o tempo reduzido para capacita&ccedil;&atilde;o e requalifica&ccedil;&atilde;o profissional, e tamb&eacute;m para atividades de lazer.  A que sofre nas filas da sa&uacute;de e com a falta de seguran&ccedil;a.<br />
<br />
Os desafios na &aacute;rea ambiental s&atilde;o evidentes: polui&ccedil;&atilde;o de 24 milh&otilde;es de viagens di&aacute;rias, das quais um ter&ccedil;o &eacute; feito por ve&iacute;culos particulares: a&ccedil;&atilde;o das chuvas, riscos de desabamento, c&oacute;rregos que transbordam.<br />
<br />
Temos trabalhado muito nas frentes poss&iacute;veis. Mas h&aacute; muito trabalho a fazer, d&eacute;cadas de descuidos de planejamento e crescimento desordenado ainda a enfrentar e superar. <br />
<br />
Implantamos a inspe&ccedil;&atilde;o veicular, que diminuiu a polui&ccedil;&atilde;o; temos a cidade limpa sem polui&ccedil;&atilde;o visual; fizemos a captura do metano nos aterros sanit&aacute;rios; come&ccedil;amos a implantar a nova frota de &ocirc;nibus a etanol; ampliamos, desde 2005, de 13 para 15 milh&otilde;es de metros quadrados nossas &aacute;reas verdes; colaboramos com o estado investindo no metr&ocirc;; em parceria com a Companhia de Saneamento B&aacute;sico do Estado, a Sabesp, fizemos um programa que despoluiu 100 c&oacute;rregos; chegamos a 200 km de vias com prioridade para &ocirc;nibus; temos 1,2 mil linhas de &ocirc;nibus que utilizam 15 mil ve&iacute;culos, desde micro&ocirc;nibus at&eacute; biarticulados.<br />
<br />
Atacamos o problema das favelas, urbanizando 20 comunidades e temos 12 outras em obras &ndash; j&aacute; entregamos mais de 5 mil moradias. Ser&atilde;o beneficiadas 83 mil fam&iacute;lias.<br />
<br />
Vejo a alegria do dever cumprido no olhar da minha equipe quando fiscalizamos essas obras... e percebo tamb&eacute;m o sentimento de frustra&ccedil;&atilde;o de n&atilde;o poder fazer mais na velocidade necess&aacute;ria, pois megal&oacute;poles t&ecirc;m &ndash; como voc&ecirc;s prefeitos aqui sabem &ndash; problemas gigantescos. &Agrave;s vezes volto para casa esmagado pela perspectiva de impossibilidades a enfrentar no dia seguinte. Mas novamente vamos &agrave; luta!<br />
<br />
Como voc&ecirc;s todos aqui, matando um le&atilde;o a cada dia! Consciente dos problemas a resolver, a Prefeitura de S&atilde;o Paulo tem se aplicado e esta propondo uma nova forma de enfrentar as mudan&ccedil;as clim&aacute;ticas com um modelo denominado &ldquo;cidade-compacta&rdquo;.<br />
<br />
A redu&ccedil;&atilde;o do per&iacute;odo de deslocamento e o saneamento do d&eacute;ficit habitacional demandam uma solu&ccedil;&atilde;o integrada. N&atilde;o basta apenas incentivar o aumento da qualidade e do uso de transporte coletivo, &eacute; necess&aacute;rio tamb&eacute;m harmonizar a melhoria da infraestrutura p&uacute;blica e dos servi&ccedil;os prestados &agrave; popula&ccedil;&atilde;o, com pol&iacute;ticas de planejamento urbano e desenvolvimento sustent&aacute;vel.<br />
<br />
A indu&ccedil;&atilde;o da economia verde e da cria&ccedil;&atilde;o de empregos na periferia est&aacute; diretamente relacionada a esta vis&atilde;o. <br />
<br />
Dentro dessa estrat&eacute;gia de a&ccedil;&atilde;o, a presid&ecirc;ncia do Comit&ecirc; de Mudan&ccedil;as Clim&aacute;ticas e Ecoeconomia &eacute; exercida pelo Secret&aacute;rio de Desenvolvimento Urbano. <br />
<br />
A Secret&aacute;ria do Verde e Meio Ambiente exerce a Secretaria-Executiva do &oacute;rg&atilde;o &ndash; que conta ainda com representantes de mais de 8 secretarias municipais, uma secretaria estadual e dez entidades da Sociedade Civil.<br />
<br />
Este comit&ecirc; organiza discuss&otilde;es sobre pol&iacute;ticas para a &aacute;rea clim&aacute;tica de forma democr&aacute;tica, com a participa&ccedil;&atilde;o entre diversos atores do setor publico e da sociedade civil. Essa intera&ccedil;&atilde;o tem produzido medidas objetivas e equilibradas.<br />
<br />
Uma prova concreta disso &eacute; o objetivo que tenho a honra de lan&ccedil;ar aqui hoje, fruto do trabalho incans&aacute;vel deste comit&ecirc;: as diretrizes para o plano da cidade de S&atilde;o Paulo para a mitiga&ccedil;&atilde;o e adapta&ccedil;&atilde;o &agrave;s mudan&ccedil;as clim&aacute;ticas &eacute; um documento que trata das quest&otilde;es do transporte, energia, constru&ccedil;&otilde;es sustent&aacute;veis, uso do solo, res&iacute;duos urbanos, sa&uacute;de, educa&ccedil;&atilde;o para o desenvolvimento sustent&aacute;vel, e tamb&eacute;m dos mecanismos econ&ocirc;micos e financeiros, refor&ccedil;ando a abordagem da gest&atilde;o e do planejamento  urbano no contexto &ldquo;Clima - Consciente&rdquo;.<br />
<br />
Senhores, nossa experi&ecirc;ncia &ndash; de S&atilde;o Paulo e de todas as metr&oacute;poles aqui representadas &ndash; mostra que n&atilde;o basta reuni&otilde;es, planos e boa vontade: &eacute; preciso coragem para implementar as decis&otilde;es.<br />
<br />
&Eacute; necess&aacute;rio muitas vezes contrariar grandes interesses. Enfrentar uma m&iacute;dia cr&iacute;tica, perseverante, que democraticamente ouve a sociedade, que reabre assuntos e fiscaliza com vigor. &Eacute; preciso, meus amigos, muitas vezes, ter a humildade de engatar uma marcha-&agrave;-r&eacute;, rever projetos e solu&ccedil;&otilde;es, recuar: &eacute; assim tamb&eacute;m que se constroem consensos.<br />
<br />
Num regime federativo &ndash; com interfaces entre munic&iacute;pios-estados e uni&atilde;o ainda a aperfei&ccedil;oar &ndash; n&atilde;o &eacute; correto apenas apontar o dedo, governar como se o empate eleitoreiro n&atilde;o tivesse passado.<br />
<br />
Num regime federativo, &eacute; preciso humildade para reivindicar seriedade para fazer projetos, e esperar a grandeza da m&atilde;o estendida com os recursos pleiteados. O bem comum da coletividade &eacute; objetivo maior dos homens p&uacute;blicos, seja na busca de recursos nacionais ou internacionais.<br />
<br />
Eu confio que &eacute; com esse esp&iacute;rito e dentro desse clima de encontro, que nos pr&oacute;ximos 3 dias vamos dialogar, trocar experi&ecirc;ncias e dar mais alguns passos na constru&ccedil;&atilde;o de cidades sustent&aacute;veis, mais saud&aacute;veis, mais humanas e mais felizes.<br />

Mayor Kassab addressed the large cities problems such as public transportation and social issues. He also said that is necessary to go beyond work in order to solve problems. &ldquo;We should work hard and raise our voice for governments to take our needs to next summits.&rdquo; <br />

Mayor Michael Bloomberg compared Sao Paulo to New York, two megacities that &ldquo;never sleep&rdquo;. He highlighted a partnership between C40 and Clinton Climate Initiative and assured that they are integrated. Bloomberg also asked a provocative question to the audience: what are we doing now? The most important is that we have the power to do.&rdquo;<br />
World Bank Group President said environmental problems are expensive to the cities and harmful to their development, but he emphasized the Sao Paulo projects to lower the carbon emission. &ldquo;I would like to thank Mayor Kassab for hosting C40. The North American Mayor brought a Central Park bench to Ibirapuera and received a wood bench designed by the Brazilian artist Hugo Fran&ccedil;a who used wood from Goi&aacute;s, in the Central region from Brazil.<br />
Mayor Kassab said that the event was an important opportunity for UN to recognize the efforts from large cities in tackling climate change. &quot;Sao Paulo was developed without planning, but the City Hall has managed to accomplish many projects, such as vehicle inspection and green areas extension&quot;.<br />

The C40 Organization Committee has more than 30 people among contributors who are responsible for several themes divided by areas in order to organize the event. The Committee were formed in October 28th, 2010 with Secretary of International Relation (coordination), Secretary of Environmental, Secretary of Urban Development (theme), Secretary of Communications and SPTuris.<br />

<i>Question: can you tell us which were the challenges in order to achieve a megaevent like C40 Sao Paulo Summit?</i><br />
Carlos Kend Fukuharai: The C40 is one of the most important environmental events in the world. The city of Sao Paulo had the privilege to host the summit which takes place for the first time in Latin America. The greatness of the organization requires work in different sectors and it has to be very well orchestrated because they depend on each other. The biggest challenges are communication.<br />

<i>Q: The organization began in 2009, after Sao Paulo being announced as C40 summit host?</i><br />
Fukuhara: Since it was announced in Seoul, 2009, we began a planning and started to make decisions about the best place and date for the summit.<br />
<br />
<i>Q: What C40 represents to Sao Paulo?</i><br />
Fukuhara: C40 is a big step for international exposure through Sao Paulo sustainable projects. This is an important window for best practices and mitigation policies from  the city and also represents a great opportunity to exchange experiences.<br />
<br />
<i>Q: What are Sao Paulo expectations for the summit?</i><br />
Fukuhara: The expectations are very high. We will host 33 Brazilian and international mayors as well as hundreds of guests from five continents. President Bill Clinton, Chair of C40 New York Mayor Michael Bloomberg will also attend  the event. <br />

<i>Q: How Sao Paulo expects to influence Brazilian cities with C40?</i><br />
Fukuhara: We can influence other cities with our successful policies and pioneer projects, such as Cidade Limpa. This C40 edition is also innovative with unprecedented themes such as Climate and Health <br />

Fukuhara: It is a very interesting opportunity for the city that has been given so much pride and responsibility. Ibirapuera Park will have a totally new and modern lighting which will emphasize its historic value for the city. The program also highlights the importance of energy efficiency, one of themes which will be presented at C40 Sao Paulo Summit, international conference that gathers mayors from large cities to present solutions to tackle climate change which will take place in Sao Paulo from May 31st to June 3rd.<br />
<br />
The Department of Public Lighting (Ilume), in partnership with AES Eletropaulo, is responsible for all lighting renovation at the park with an investment of R$ 4,6 million (Brazilian reais). The completed project will have 849 new 113W LED  and more than 800 bulbs will be replaced by metallic units.  <br />
In order to tackle this problem, cities are working together to make public transportation cleaner by adopting biogas and electric vehicles. <br />
 <br />
Sao Paulo City Hall has been investing in fuel alternatives since January 2009, when municipal buses started to operate with S-50 diesel. This type of fuel is more effective because it has low sulfur emission.<br />
 <br />
The city of Sao Paulo has a fleet of 15,000 buses that operate with S-50 diesel, polluting less than the S-500, the average type of diesel. There are 1,200 buses that operate with B-20 fuel, a mixture made of 20% biodiesel and S-50. Vehicles using B-20 reduce 22% of their emission of polluting materials, 13% of CO2 and 10% of hydrocarbon.<br />
 <br />
By the end of this year, 5% of the Traffic Engineering Company&#039;s (CET) car fleet will be electric. The company is responsible for traffic supervision and the idea is to have transit agents working with green cars, reducing the emission of greenhouse gases in the city. <br />
 <br />
The bus fleet is also being replaced by vehicles with more effective technology, capable of reducing the level of gas emissions. Around 60% of the 15,000 existing buses are new.<br />
 <br />
The city of Curitiba, in the South of Brazil, has also a public transportation fleet operating exclusively with biogas, the B-100, a 100% clean gas. The project started in 2009 with only six buses. In April, the fleet was increased to 24 vehicles and will be 140 by the end of 2012. <br />
 <br />
The citizens of Curitiba had an important role in proposing this public transportation system and the results are extremely positive. Compared to other buses, the ones operating with B100 pollute 50% less. <br />
According to the City Hall, from last Saturday afternoon to Monday morning, 300 tons of waste were collected, among which 10 tons were recyclable material. From this total, 190 tons were collected by the cleaning team and the rest were collected by vendors.<br />
<br />
More than 3,000 people worked last weekend, using 40 containers, 299 trucks and equipments. The civil society was also targeted by the campaign through educational banners fixed in 155 food vendors and radio messages between attractions.<br />
<br />
A total of 4,900 garbage disposables were installed. Bloomberg announced the expanded alliance between the C40 Cities  Climate Leadership Group (C40) and the Cities Program of the Clinton Climate Initiative (CCI), a program of the William J. Clinton Foundation.  Mayor Bloomberg serves as the Chair of the C40. <br />
<br />
The joining of these two organizations brings significant resources and infrastructure that will bolster both the CCI and C40 organizations and position the combined effort as one of the preeminent climate policy organizations in the world.   President Clinton and Mayor Bloomberg stated that the decision to combine these two powerful entities and expand the C40 was driven by the belief that cities are one of the greatest drivers of climate change action. <br />
<br />
As a result the C40 will:<br />
1. Expand the number of participating cities<br />
2. Double the budget of the C40/CCI Cities<br />
3. Restructure the organization so cities can share best practices and tackle issues collectively<br />
<br />
While cities only occupy 2% of the Earth&rsquo;s land mass, they contain over 50% of its population, use two-thirds of its energy and generate over 70% of its carbon emissions.  Many leading climate experts and advocates agree that cities are strongly positioned to generate real change and with global protocols and treaties unable to impact significant reforms, C40 has the opportunity to lead, organize and share successes on a local level that can have a meaningful global impact.<br />

During the event, Sao Paulo City Hall and Secretary of Services <br />
promoted people&rsquo;s awareness about the importance of waste management, including the support of two cooperatives from reusable materials. <br />
 <br />
Sao Paulo Virada Cultural has already inspired another cities to promote the same type of event such as Rio de Janeiro and Santiago, in Chile. From last weekend&rsquo;s sustainable practices, Sao Paulo City Hall aims to raise the attention in other cities as a commitment to environment.<br />
 <br />
As C40 Large Cities Climate Leadership Group member and host of the 2011 edition from May 31st and June 3rd, Sao Paulo searches to promote effective actions in tackling climate change and also to share experiences within the participating cities.<br />
<br />
<b>Benefits</b><br />
<br />
The effort of 120 people from two cooperatives partnered with Secretary of Services guaranteed collecting and separation of the materials. The estimation of the total collected is 15 tons only from recycled waste that could generate an increase of 15% at workers monthly income which is R$ 800,00 (Brazilian Reais).<br />
 <br />
To facilitate the identification of these workers, they had green lime uniforms and were spreaded throughout downtown collecting recycling waste and taking all material to one of the base support, located in strategic sites. Citizens collaboration were fundamental by throwing plastic bottles, metal cans, and glass in the right disposable places or handling to one of the collecting workers.<br />
<br />
The Secretary of Services also provided six trucks to transport all collected material to two separation centers.<br />

<b>Virada with no waste</b><br />
<br />
Virada Cultural Sao Paulo had a special logistic to collect and treat waste from the event. In this past edition 3,300 people worked in the waste collecting and handling during the event. The workshop &ldquo;Climate and Health&rdquo; was promoted by The University of S&atilde;o Paulo Medicine School with the support of S&atilde;o Paulo City Hall.<br />

The main goal of the workshop was to prepare S&atilde;o Paulo for 2011 edition of C40 Summit, which will take place in the city from May 31st and June 3rd at WTC Sheraton Hotel. <br />

On Saturday, Carlos Kendi, the C40 S&atilde;o Paulo Summit Committee Director, took the first step for the large cities event. &ldquo;Today, we are actually starting C40. This is an event of S&atilde;o Paulo&rdquo;.<br />

On Sunday, the participants who worked together in six different groups divided by themes - water, air, earth, climate, mobility and waste - presented the results of their work from the day before. From detailed presentations, they showed problems and possible solutions caused by global warming and pollution and their impact on people&rsquo;s health. <br />
<br />
Some of the proposals discussed by the groups included construction of green areas, urban space management, public transportation facilities to reduce greenhouse gas emission, waste management, and environment education. <br />
<br />

The C40 Climate Leadership Group was created in 2005 in London to discuss global warming and climate change, in an international effort between public and private initiatives to cooperate for the reducing of GHG climate emissions. The fourth edition of the Summit takes place in Sao Paulo from May 31st to June 3rd, for the first time in Latin America. The previous editions  took place at London in 2005, New York in 2007 and Seoul in 2009. Os ve&iacute;culos atendem a linha P&igrave;nheirinho - Carlos Gomes. No total, a frota da Rede Integrada de Transporte &eacute; de 1.968 ve&iacute;culos.  O B100 &eacute; um diesel produzido a partir de fontes totalmente renov&aacute;veis e que reduz a emiss&atilde;o de poluentes na atmosfera. Os demais &ocirc;nibus operam com B5.<br />

O B100 &eacute; produzido pela BSBios - Ind&uacute;stria e Com&eacute;rcio de Biodiesel Sul Brasil S/A, que tem sede em Passo Fundo (RS). A mat&eacute;ria-prima &eacute; a soja, conforme proposta de fornecimento de um produto genuinamente nacional e &quot;limpo&quot;. O projeto &eacute; resultado de uma parceria, coordenada pela URBS - Urbaniza&ccedil;&atilde;o de Curitiba S.A., empresa municipal que gerencia o sistema de transporte p&uacute;blico da Regi&atilde;o Metropolitana. A a&ccedil;&atilde;o conta com a participa&ccedil;&atilde;o da Secretaria Municipal do Meio Ambiente e mais oito empresas.<br />
<br />
No in&iacute;cio, cada &ocirc;nibus percorria 2.500 km/m&ecirc;s com o B100. Esta quilometragem subiu em agosto do ano passado para  6.500 km/m&ecirc;s por ve&iacute;culo. O consumo da frota do biocombust&iacute;vel subiu de 11 mil para 30 mil litros, sendo que o litro custa R$ 2,20 &agrave;s operadoras. A prefeitura subsidia R$ 0,45 por litro do combust&iacute;vel utilizado. <br />
<br />
De acordo com a URBS, a meta &eacute; que 10% da frota dos &ocirc;nibus que atendem a regi&atilde;o metropolitana de Curitiba, 140 coletivos, passem a circular com o B100 at&eacute; o final de 2012. <br />
<br />
Os resultados iniciais mostraram um &iacute;ndice de emiss&atilde;o de fuma&ccedil;a 25% menor e redu&ccedil;&atilde;o de 30% nas emiss&otilde;es de mon&oacute;xido de carbono (CO). No total, a redu&ccedil;&atilde;o de polui&ccedil;&atilde;o fica em torno de 50% na compara&ccedil;&atilde;o com &ocirc;nibus similar com motor abastecido com diesel convencional.<br />
<br />
Al&eacute;m do biocombust&iacute;vel B100, em Curitiba h&aacute; outro projeto, que est&aacute; em testes, que &eacute; a utiliza&ccedil;&atilde;o do &oacute;leo de cozinha. Os ve&iacute;culos circulam em 11 linhas, a maioria na Zona Leste da Cidade. Em 2009, a Prefeitura iniciou um programa para substituir os 140 tr&oacute;lebus mais antigos da frota. Al&eacute;m disso, a SPtrans est&aacute; trabalhando, junto com a Eletropaulo, no desenvolvimento de um novo sistema de alimenta&ccedil;&atilde;o el&eacute;trica em corrente alternada, para substituir as caras esta&ccedil;&otilde;es retificadoras e diminuir o custo total do sistema de alimenta&ccedil;&atilde;o el&eacute;trica.<br />
<br />
Tamb&eacute;m est&aacute; em andamento um processo de transfer&ecirc;ncia de manuten&ccedil;&atilde;o da rede el&eacute;trica dos tr&oacute;lebus, passando da Eletropaulo para a Prefeitura, que ficar&aacute; respons&aacute;vel pela revitaliza&ccedil;&atilde;o de toda a rede. <br />
<br />
O tr&oacute;lebus &eacute; um modelo de ve&iacute;culo de transporte coletivo concebido na primeira metade do s&eacute;culo passado. Hoje, s&atilde;o vistos como uma alternativa de transporte p&uacute;blico ambientalmente mais eficiente, uma vez que s&atilde;o movidos a eletricidade e n&atilde;o emitem poluentes. Being developed by Volvo, the vehicle carries to motors: one is moved by biodiesel and the other, by electricity. Both work in parallel or in an independent way. The hybrid system provides a 35% reduction in fuel consumption.<br />
<br />
The electric motor from the hybrid bus is used to start the vehicle and accelerate it until a 20 Km/hour speed. This motor also produces energy during the break. The diesel motor, on the other hand, starts working when the vehicle reaches a higher speed.<br />
<br />
When the vehicle is not moving, which can happen during traffic jam or when the vehicle stops at a bus stop as well as at a traffic light, the diesel motor is off. Studies made by Volvo shows that the time during which the bus is not in movement can represent until 50% of the total operation period. During all this time, there is no polluting emission, because the diesel motor is off.<br />
<br />
The hybrid system provides a 35% reduction in fuel consumption. Atualmente, a SMT, por meio da SPTrans, est&aacute; testando tr&ecirc;s tipos de &ocirc;nibus com combust&iacute;veis alternativos ao diesel: movidos a etanol, a biodiesel de cana-de-a&ccedil;&uacute;car e um h&iacute;brido (impulsionado com biodiesel e eletricidade).<br />
<br />
S&oacute; ser&aacute; poss&iacute;vel avaliar a diferen&ccedil;a de pre&ccedil;o e o valor do investimento entre os &ocirc;nibus a diesel e os modelos sustent&aacute;veis depois da conclus&atilde;o dos testes. Em 2005, o acumulado de poluentes despejados na atmosfera pela frota paulistana foi de 14.760 toneladas. Desde ent&atilde;o, os coletivos novos reduziram a emiss&atilde;o de mon&oacute;xido de carbono (CO) em quase 50% e de material particulado em aproximadamente 80%, conforme taxas m&eacute;dias aferidas nos ve&iacute;culos. Todos os &ocirc;nibus do transporte coletivo urbano da capital passam por vistorias semestrais para checagem da manuten&ccedil;&atilde;o, conserva&ccedil;&atilde;o e a emiss&atilde;o de fuma&ccedil;a. Qualquer carro que for reprovado na vistoria fica impedido de circular at&eacute; que o problema seja corrigido. This cleaner fuel is a mix between diesel and biodiesel extracted from sugar cane and it has been developed by Amyris Brasil. The so-called green diesel is composed by 10% of renewable diesel and 90% of commercial diesel oil. According to the producers, this mix will result in a 10% fuel saving, as well as in a reduction of 35% regarding the green house gases emission.<br />

Besides that, SPTrans has been reorganizing the transport system by optimizing the fleet use in order to increase its speed and decrease the fuel&rsquo;s consumption.<br />
<br />
Another important factor is the renovation of the fleet, once older buses are being withdrawn from transportation system and new, technologically more advanced, and less gas emitter ones are being included. Considering the 15 thousands vehicles from the fleet, 9.100 (60%) are new. These new collective vehicles have reduced the carbon monoxide emission, as shown by the average taxes measured.<br />
<br />
All the collective urban transportation buses from the capital are submitted to semiannual inspections which aim to check out their maintenance conditions and smoke emission. Any car reproved in the inspection is not allowed to drive around until the problem is solved. Desde janeiro de 2009, os &ocirc;nibus da capital est&atilde;o operando com diesel S50 (50 ppm de enxofre com a adi&ccedil;&atilde;o de 5% de biodiesel). Esse combust&iacute;vel com baixo teor de enxofre apresenta ganhos ambientais significativos na compara&ccedil;&atilde;o com o diesel utilizado anteriormente.<br />

Toda frota de &ocirc;nibus da capital (15 mil ve&iacute;culos) circula com o S-50, menos poluente que o diesel S500 comercializado normalmente nos postos de gasolina, conforme Termo de Ajustamento de Conduta firmado pelo Minist&eacute;rio P&uacute;blico Federal com entidades (Anfavea, Cetesb, Ibama, Petrobras, ANP, Minist&eacute;rio do Meio Ambiente).<br />
